Due to globalization, decentralization and the capitalist system's need to physical location cities have become increasingly important economic spheres during thee last decades. City mayors are seen as increasingly important actors, who can shape the future economic development of their cities through networking with businesses and strategic policy development. Therefore several European countries have introduced mayor reforms to enable mayors to take a bigger responsibility for the local development. These reforms raise interesting questions concerning what leadership changes they produce at the local level and if there is a difference between local leaders and leadership in different countries. This paper further explores the connection between the local leader and the locality since this relationship often has been neglect in studies concerning mayor reforms.

The aim of this paper is to study and outline the factors governing political leadership at the party leader level, and to conclude to what extent a party leader rules and to what extent the party leadership is contextually determined. The theories used are based on Elgie's interactionistic study of political leadership and Stewart's organisational model of leadership as well as political culture.Thus, the questions raised are if the leader leads or if the leader follows; if the leadership environment is formed by the leader or if it is, merely, implemented on the leader; and what a model of the political leadership consist of? To answer these questions a text analysis comparing Sahlin?s speeches to the party?s political programme is used as well as in-depth interviews with members of the Board of Party.The conclusion shows that the leadership is contextually framed, but the leader is free to implement his or her ambitions within that frame as long as it is coherent to the party line..

This essay studies the practice of both the political and the administrative leadership at the municipal level from the point of view of the politicians and the chief officers leadership role, and the relationship between politicians and administrators. I discuss and analyse how politicians and senior officials practice leadership, differences or similarities and if their practice of leadership raises any challenges in a democratic framework at the municipal level. I conducted interviews with the municipal political leader and the head of administration at the municipal level in Karlshamn and Sölvesborg. In the analysis I discuss communication as a leadership process which highlights ?enabling elements? and potentials of the leadership process.

This report addresses the management innovation and how shared leadership is a form of it. The report is a compilation of what shared leadership means and how two municipal organizations works with shared leadership. The two minicipal organizations are Strängnäs and Vällingby. Political marketing has changed the way political parties internationally behave in relation to the voters. The purpose of this study was to investigate how political marketing is conducted on a local level in Swedish political parties, and how the local and national level of the political parties coordinate the message they send out to the voters. An explorative study was performed by interviewing experts in the field in the form of politicians on both a local and a national level. Initially the local parties' methods were investigated, followed by a second stage where we researched the link between parties on the local and the national level. Marketing of parties on a local level turned out to a large extent to follow traditional methods.

The means to political participation at the local level in Sweden are changing and this change is analyzed through a case study. The first aim is to explore the forms of public political participation in Swedish municipal Älvkarleby, namely public question time in local government, citizen motions and open meetings. This study is case study of political participation among the Kani tribe from Kuttichal grama panchayat in the Thiruvananthapuram district in Kerala, India. The study is based on the collected data of 117 people of the Kani tribe living in four different settlements: Pankavu, Mangode-Valippara, Chonampara and Kaithode. The aim of the study is to examine the impact on political participation by different factors, which is done by the use of the quantitative method of cross tables. The study confirms previous studies in its conclusion that high status individuals, defined in terms of education and economic standard, are the group of the highest political participation, when this is defined as being involved in political work and holding a party membership. On the local political scene however, where political participation consists of participation in local assemblies and voluntary work, the impact of the examined variables are very limited.

The hypothesis of this study is that the local government act in Sweden 1862 was an instrument for the state to keep its´ political influence on the local level. It did not open for local self-government. The swedish historians Dahlkvist and Strandberg description of the Swedish local government act support this hypothesis, as does the analysis of political scientists Pettersson and Söderlind. In 2002 the local council of Lund, Sweden, decides to implement the UN Convention of the Rights of the Child. A number of actors, such as the state, the civil society, the political society and the bureaucracy, participate in the political process with different authority and points of departure. This thesis studies the actors´ interactions from an inside perspective by applying concepts such as political power, democracy and implementation. The methodological departure is action research from within, a local NGO, the local board of Save the Children Sweden. The results of the study indicate that governance and steering of the implementation process at the communal level is weak.
